2022年12月20日，总统乌赫那·呼日勒苏赫签发关于重建哈拉和林市的总统令；2023年1月，蒙国家大呼拉尔通过决议，在鄂尔浑河谷打造“新哈拉和林市”；一个月后蒙政府决定成立新哈拉和林市市政机构，并批准了城市规划管理机构的设置。

On December 20, 2022, President Uhna Khurilesukh issued a presidential decree on the reconstruction of the city of Harakhlin; In January 2023, the Mongolian State Great Hural passed a resolution to build the "New Hala and Helin City" in the Orkhon River Valley; One month later, the Mongolian government decided to establish the municipal institutions of Xinhala and Lin City, and approved the establishment of the urban planning and management agency.

此后两年，蒙政府就新哈拉和林市的规划理念与设计蓝图进行全球招标，国家大呼拉尔则推动立法：先以决议明确哈拉和林国家级和智慧城市的定位，后在今年1月通过了专门制定的《支持哈拉和林规划、开发、发展法》（法律地位超过了此前的两次决议）。该法规定了哈拉和林的城市规划、土地空间使用、市政治理机制、经济结构、财税制度，决定成立哈拉和林城市开发基金，奠定了重建哈拉和林的立法基础。

In the following two years, the Mongolian government conducted a global bidding for the planning concept and design blueprint of New Hala and Helin City, while the National Great Hural promoted legislation: first, a resolution was passed to clarify the positioning of Hala and Helin as a national and smart city, and then in January of this year, a specially formulated "Support for Hala and Helin Planning, Development, and Development Law" was passed (with legal status exceeding the previous two resolutions). This law stipulates the urban planning, land space use, municipal governance mechanism, economic structure, and financial and tax system of Hara Helin, and decides to establish the Hara Helin Urban Development Fund, laying the legislative foundation for the reconstruction of Hara Helin.

6月15日，官方举行重建启动仪式，总统呼日勒苏赫亲临现场发表讲话；仪式举办地、根据总统令筹建的“大可汗公园”已经动工；据蒙古通讯社最新报道，哈拉和林市中心建设将于明年春季开始。蒙政府之所以高调展现再造哈拉和林的目标和决心，除了因为这座古都承载的历史意义，更是必须要缓解整个国家无法回避的现实压力。
